一莲宣涟,是译廉宣廉的谐音。字面意思为一朵莲花掀起涟漪,意在通过翻译廉洁人物、廉洁故事这件事情,在学校掀起廉政建设宣传教育的新浪潮。

廉政为民,刚正不阿

海瑞(1514-1587),字汝贤,号刚峰,海南琼山人。明朝著名清官。海瑞一生,经历了正德、嘉靖、隆庆、万历四朝。

他自幼攻读诗书经传,博学多才,1550年中举。初任福建南平教渝,后升浙江淳安和江西兴国知县、户部云南司主事,曾遭迫害入狱。世宗死后获释。1569年调升右佥都御史,他一如既往,惩治贪官,打击豪强,疏浚河道,修筑水利工程,并推行一条鞭法,强令贪官污吏退田还民,遂有“海青天”之誉。

海瑞的为官之道,在于“清、慎、勤”。他担任过巡抚,却坚持最高的廉洁标准,从不接受俸禄以外之财。海瑞就任应天巡抚之后,立即颁布《督抚宪约》,规定巡抚出巡各地,府、州、县官一律不准出城迎接,也不准设宴招待。海瑞非常关心百姓的疾苦,他认为:“安否关宗社,利害在生民”,安民是治国之本。

万历十五年(1587),海瑞病死于南京官邸。获赠太子太保,谥号忠介。海瑞一生居官清廉,刚直不阿,清廉正直,深得民众的尊敬与爱戴。

Hai Rui: An Incorruptible Champion of Justice for the People

Hai Rui (15141587), courtesy name Ruxian and honorific title Gangfeng, was born in Qiongshan, Hainan. A celebrated incorruptible official of the Ming Dynasty, his career spanned four reigns: Zhengde, Jiajing, Longqing, and Wanli.

From childhood, Hai Rui devoted himself to studying poetry, literature, and Confucian classics, becoming a scholar of exceptional erudition. In 1550, he attained the juren rank in the imperial examinations. His career began as an instructor at Nanping County School in Fujian, followed by successive appointments as magistrate of Chunan County (Zhejiang) and Xingguo County (Jiangxi), eventually rising to Chief of the Yunnan Bureau under the Ministry of Revenue. During Emperor Shizongs reign, he suffered persecution and imprisonment but was released upon the emperors death. In 1569, he was promoted to Right Assistant Censor-in-Chief. Unwavering in his principles, Hai Rui punished corrupt officials, restrained powerful local elites, initiated river dredging projects, built water conservancy systems, and implemented the "Single Whip Reform," which compelled corrupt officials to return confiscated lands to peasants. These deeds earned him the revered title Hai Qingtian (Hai the Blue Sky, symbolizing impartial justice).

Hai Ruis governance philosophy rested on three pillars: integrity, prudence, and diligence. Despite holding high office as a Grand Coordinator, he maintained impeccable honesty, never accepting wealth beyond his official salary. Upon assuming oversight of Yingtian Prefecture, he immediately issued the Constitution for Governors and Inspectors, mandating that local officials were forbidden from greeting inspectors outside city gates or hosting banquets in their honor. Deeply empathetic to civilian hardships, he asserted that the stability of the imperial throne depends on the peoples welfare, and societal harmony hinges on their prosperity. He viewed public well-being as the cornerstone of statecraft.

In the 15th year of Wanlis reign (1587), Hai Rui died of illness at his official residence in Nanjing. Posthumously honored as Grand Preceptor of the Heir Apparent with the title Zhongjie (Loyal and Resolute), his lifelong integrity and unyielding justice left an enduring legacy, earning him profound reverence and love from the people.
