廉洁自律的楷模
罗瑞卿同志是中国人民解放军大将,中国无产阶级革命家、军事家。在廉洁自律方面,罗瑞卿堪称楷模,他的秘书罗家祯回忆:
罗瑞卿同志家人口多,加上他们两口子,最多时有16口人。1953年实行工薪制,他是行政四级,月薪400元。他又是公安军司令员,大军区级,本可拿军队较高薪金,但他以主要工作在公安部为由,坚持拿地方工资。他的夫人郝治平行政十二级,月薪200元,全家每月生活开支及学费、服装和日杂开支,所剩无几。他常穿有补丁的内衣,孩子们的衣服多是大的穿过小的穿。他从未接受过组织上的特殊照顾,也从未接收过部属的馈赠。他为人热情,常自费请熟识的同事到饭店吃饭。他有一个妹妹在四川老家,偶尔也给些经济支援,但对她提出安排子女工作的要求,坚决拒绝。他到外地考察工作时,关照秘书要付饭费、按标准吃,莫要特殊化。可以说,他家的生活是一般常人的生活水平。
罗瑞卿在担任公安部部长时,是执法的领导者,也是守法的普通公民。有一次,他和两位随行同志去火车站接客人,因为时间晚了,随行同志来不及买站台票,便领着罗瑞卿直接到了检票口,对检票员说了句“我们是公安部的,来接客人”,便进了站。在回来的路上,罗瑞卿想起了进站的情景,忽然问道:“进站买站台票了吗?”随行同志摇了摇头。等把客人送到住处之后,罗瑞卿立即对那位随行同志说:“现在你马上到车站去补交三张站台票钱,公安人员应当做守法的模范,不能有特权思想,要知道中国古人有一句话叫不以恶小而为之,不以善小而不为,要防微杜渐嘛。”
有一次当苏联顾问伊凡诺夫由莫斯科经乌鲁木齐到北京时,他在乌鲁木齐买了一些哈密瓜,请人送一些给罗瑞卿。罗瑞卿立即吩咐转送给病号。有时,南方一些省市送来一些时鲜果品,他总是一面让送礼的人今后不要再送,一面将东西送到医院去。1957年冬,罗瑞卿去苏联访问,苏联国家安全委员会送给他一台带有点唱机的落地式收音机。他回来后就马上送给部机关团委,供他们开展机关文化娱乐活动之用。在全国第九次公安会议期间,有些地方代表带来了苹果、葡萄等土特产,罗瑞卿在大会上宣布:“各地带来的东西,请一律带回去。”
The Model of Incorruptibly and Self-discipline
Comrade Luo Ruiqing is a general of the Chinese People's Liberation Army, a Chinese proletarian revolutionary and strategist. In terms of incorruptibly and self-discipline, Luo was a role model. His secretary, Luo Jiazhen, recalled:
Luo Ruiqing’s family has a large population, including Lou and his wife. There are 16 people at most. In 1953, the salary system was implemented, and he was the fourth administrative level with a monthly salary of 400 yuan. He was also a commander of the public security army, at the rank of the military district, and could have received a higher military salary, but he insisted on receiving a local salary on the grounds that he mainly worked in the Ministry of Public Security. His wife Hao Zhiping, an administrator of the 12th class, earns 200 yuan a month, leaving little for the family's monthly living expenses, tuition fees, clothes and daily necessities. He often wears patched clothes, and the children's clothes are mostly large and small. He never received any special favors from the organization or gifts from his subordinates. He is warm-hearted and often invites close colleagues to restaurants at his own expense. He has a younger sister in his hometown in Sichuan Province, who occasionally gives him some financial support, but resolutely refuses her request to arrange jobs for his children. When he visited the field, he told his secretary to pay for meals, eat according to the standard, not to be special. It could be said that his family lived an average life.
When Luo Ruiqing was the Minister of Public Security, he was not only a leader in law enforcement, but also a law-abiding citizen. Once he went to the railway station with his two accompanying comrades for picking up a guest. Due to lateness, it was impossible for his comrades to buy a ticket at the platform, so they led Luo Ruiqing directly to the entrance, telling the ticket inspector, "We are from the Ministry of Public Security, coming to pick the guest up," and then entered the station. On the way back, Luo Ruiqing recalled the scene at the station and suddenly asked, "Did you buy a platform ticket?" The comrades accompanying him shook their heads. After sending the guests to their residence, Luo Ruiqing immediately told the comrades:" You must immediately go back to the station and pay three platform tickets. Public security personnel must be a model of law-abiding without privileged thoughts, remembering the old saying by ancient Chinese, that is, "Never fail to do anything good which you deem as petty; never dare to do anything evil which you consider as trivial. We had better address it at the initial stages."
Once Soviet adviser Ivanov went from Moscow to Beijing via Urumqi. He bought some cantaloupes in Urumqi and asked someone to send some to Luo Ruiqing. Luo Ruiqing immediately ordered the transfer to the patient. Sometimes, some southern provinces and cities sent some seasonal fruits, he always asked the gift givers not to send in the future, while the things were sent to the hospital. During a visit to the Soviet Union in the winter of 1957, Luo Ruiqing was given a floor radio with a jukebox by the Soviet National Security Council. When he came back, he immediately gave it to the Youth League Committee of the Ministry for their cultural and entertainment activities. During the ninth National Public Security Conference, some local representatives brought apples, grapes and other local products. Luo Ruiqing announced at the conference: "All the things brought from all over the country, please take them back."
